Patricia Rodriguez
Patricia Rodriguez is a lifelong San Francisco resident who understands the needs of her changing community. Her unwavering dedication to the public health sector, passion for community service, and experience working with midwives and doulas led her to establish a space of healing and care for marginalized pregnant mothers. Patricia is deeply committed to addressing the economic and social factors responsible for health inequities among the most vulnerable populations of San Francisco. By recognizing the Social Determinants of Health and eliminating the disparities faced by many women of color, Patricia has made it her mission to improve health outcomes for those most at risk, working in partnership with other community-based organizations.

Lucy Arellano Baglieri
Board President
Mrs. Arellano Baglieri is a native of Michoacán, Mexico and was raised in Sacramento, CA after immigrating with her family in the 1980’s. She considers herself lucky to be the sixth of seven children, and the daughter of parents who have been married for over 60 years. Her family paved the way for her by learning to navigate the many American systems needed to achieve naturalization, formal education, and to launch careers and businesses, all while maintaining a focus on their core values of integrity and community. Lucy’s family collaboratively funded her Bachelor’s education at the University of Washington, Seattle, unlocking future generational wealth building opportunities. Lucy’s 20 year career since then has been one of service, bringing a community and practitioner informed strategic lens to community development and economic empowerment work, all with a focus on racial equity. As Founder and CEO of Luz Impact Strategies LLC, Lucy partners with mission-aligned organizations across the United States to increase capacity, access capital, and build power for people and communities of color. Most recently prior to launching her firm, Lucy served as Chief Strategy Officer & Executive Vice President for the Low Income Investment Fund (LIIF), one of the country’s largest national Community Development Financial Institutions (CDFI), and led organizational strategy, racial equity, and external affairs. Prior to LIIF, Lucy served as Chief Strategy Officer for the Mission Economic Development Agency (MEDA) in San Francisco, leading the organization’s regional and national work focused on economic and racial equity initiatives in Latino and immigrant communities across the country. Drawing on her lived experience and dedication to communities facing the deepest inequities, Mrs. Arellano Baglieri’s career has included direct services, affordable real estate development and preservation, policy and advocacy, equitable CDFI lending for entrepreneurship and affordable real estate, collective impact education networks, and place-based strategies. She has also designed and led internal organizational racial equity, learning & evaluation, and professional development initiatives. Mrs. Arellano Baglieri is nationally recognized for her leadership and invited to share her perspective on equitable community development by a range of groups. Mrs. Arellano Baglieri serves on the board of directors of National Housing Trust (NHT) focused on affordable housing development and management, lending, and climate solutions; Bayview S.O.L focused on maternal health; and formerly National Affordable Housing Trust (NAHT), a Low Income Housing Tax Credit (LIHTC) syndicator and developer advisor. Mrs. Arellano Baglieri again lives in Sacramento, CA, now with her husband, a child of immigrants raised in San Francisco’s Mission District, and their two children, in a bilingual household supported by their selfless local family.
Cynthia Huie, M.A.
Board Vice President
Cynthia Huie founded On Waverly, a gift shop & bookstore that celebrates the creativity and experience of Asian American Pacific Islanders in the heart of Chinatown. Previous to her current shop, she and her sister, Jennifer, created Seedstore, a beloved men’s and women’s clothing shop in the City's vibrant Inner Richmond neighborhood and also actively manages her husband, Dr. Michael Chan's oral surgery practice which was established by his father in 1979. Cynthia is well versed in healthcare/dental practice management and continues to volunteer her time for international dental missions as well as free clinics domestically. She loves working in family businesses and finds joy in working with different industries and sectors. With her knowledge of healthcare and understanding of the City's Richmond District community, she was asked in 2014 to join the Board of Directors at RAMS, Inc. (Richmond Area Multi-Services) a private, non-profit mental health agency that is committed to advocating for and providing community-based, culturally competent, and consumer-guided comprehensive services, with an emphasis on serving Asian & Pacific Islander Americans. For almost a decade, she has also served as President of the Clement Street Merchants Association. Under her leadership and working in collaboration with then Supervisor Eric Mar, she brought in District 1's first parklet, a thriving Farmers Market, and a beautiful mural by local artist Jason Jagel. Born and raised in the East Bay and a resident of San Francisco's West Portal neighborhood since 2004, she has deep roots in the Bay Area and is proud to be an advocate for the small business community.
Alma Castellanos
Board Secretary
Alma Castellanos is a proud native of San Francisco, born and raised in the vibrant Mission District. Growing up in a close-knit community, Alma developed a deep appreciation for the diverse cultures and traditions that define her beloved city. Her upbringing in such a community-focused environment has profoundly influenced her values and aspirations. Alma is the Director of Clecha, a small business support nonprofit in San Francisco. She is dedicated to giving back to the city she loves and calls home and working towards creating spaces that foster connection and well-being among its residents.
Ana Avalos
Board Member
Ana Avalos Tizol is Maya K’iche’ born and raised in rural Guatemala. Ana is the first in her family to have earned a Bachelor’s in Feminist Studies and Spanish Literature from UC Santa Cruz. Also, she earned a Master’s in International Studies with an emphasis on Reproductive Rights in her indigenous community, from the University of San Francisco. In her current role, Ana leads and supports a community for first-generation Latine young professionals entering the workforce. She works with college students and graduates to develop their skills, expand their networks, explore careers, and provide professional mentorship opportunities. Ana truly believes that the work of Bayview S.O.L will not only benefit current clients but the generations to come. She is committed to work with that will benefit Black and Brown communities of color.
Carianne Blomquist, D.O.
Board Member
Dr. Carianne Blomquist is a family medicine physician who graduated medical school from Midwestern University, Chicago College of Osteopathic Medicine and completed residency training at Georgetown in Washington, DC. After working in community medicine in DC for five years, she moved to San Francisco. Serving as CMO of Marin City Health and Wellness Center from 2012-2019, she worked with underserved populations in Marin City and the Bayview neighborhoods. Currently she is providing primary care at the San Francisco VA. She is very passionate and excited about the mission of Bayview SOL and honored to be part of the board.
Davida Silverman
Board Member
Davida Silverman is an experienced public policy strategist and government relations leader who for the past 20 years has focused on increasing access to equitable and quality health care at the federal, state, and local levels. She currently serves as the Director of Public Policy, Oncology at Genentech. Prior to that, she was the Associate Director of Public Policy at Planned Parenthood Federation of America and a staff attorney at the National Health Law Program. She also recently served as an adjunct law professor of administrative law at her alma mater, the City University of New York (CUNY) Law School. Davida resides in the Bayview neighborhood of San Francisco with her husband, daughter, and cat. She serves on an advisory committee for SisterWeb and serves as a Board Member for the San Francisco Women’s Political Committee.
